Accessibility Statement

Accessibility statement for Halton Safeguarding Children Partnership

This website is run by Halton Safeguarding Children Partnership (HSCP). We want as many people as possible to be able to use this website. For example, that means you should be able to:

  • change colours, contrast levels and fonts
  • zoom in up to 300% without the text spilling off the screen
  • navigate most of the website using just a keyboard
  • navigate most of the website using speech recognition software
  • listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

How accessible is our website?

We know some parts of this website aren’t fully accessible:

  • you can’t modify the line height or spacing of text
  • most older PDF documents aren’t fully accessible to screen reader software.
  • some videos don’t have captions
  • some of our links to other pages are not descriptive enough
  • some of our online forms are difficult to navigate and fill out using just a keyboard or screen reader

Content that’s not within the scope of the accessibility regulations

Many of our older PDFs and Word documents do not meet accessibility standards – for example, they may not be structured so they’re accessible to a screen reader. This does not meet WCAG 2.1 success criterion 4.1.2 (name, role value).

Some of the links used on the site don’t make sense when read alone. This fails WCAG 2.1 success criterion Link Purpose (in context).

Some of our PDFs and Word documents are essential to providing our services. For example, we have PDFs with information on how users can access our services, and forms published as Word documents. Halton Safeguarding Children Partnership believes all content should be accessible for everyone. Documents published before September 2018 unless they are crucial to delivering a service, are not in scope of the accessibility regulations, but we intend to make all our content accessible.

Any new PDFs or Word documents we publish will meet accessibility standards.

3RD Party Content

Our website contains third-party content. We do not have control over and are not responsible for the accessibility of this content, but we make best endeavours to work with the 3rd party to improve its accessibility. This may include:

  • links to non-HSCP websites
  • content/functionality on our website
  • content hosted on other websites, such as Tri-X Pan Cheshire policies and procedures site.

Enforcement procedure

The Equality and Human Rights Commission (EHRC) is responsible for enforcing the Public Sector Bodies (Websites and Mobile Applications) (No. 2) Accessibility Regulations 2018 (the ‘accessibility regulations’). If you’re not happy with how we respond to your complaint, contact the Equality Advisory and Support Service (EASS).

What we’re doing to improve accessibility

We have recently launched a new children safeguarding partnership website.   As a new website it has a higher standard of accessibility than our previous website. For example, information on our new website can be translated into another language. Furthermore, the Business Unit have been trained to produce their content accessibly in the future.
