Structure & Sub Groups

Our Partners

The Halton Safeguarding Children Partnership (HSCP) is responsible for safeguarding children in Halton. This Partnership is made up of Halton Borough CouncilCheshire Constabulary and Cheshire Merseyside Integrated Care Board, who have joint and equal responsibility to safeguard children and young people.

The key partners are the Chief Executive of Halton Borough Council, the Chief Constable of Cheshire Police, and the Chief Executive of the Cheshire Merseyside Integrated Care Board. These key partners identify members of their agency to sit on the Executive of the HSCP. 

The Halton Safeguarding Children Partnership incorporates working with all ‘relevant agencies’, who have safeguarding responsibilities under Section 11 of ‘The Children Act’ (2004), as described in ‘Working Together to Safeguard Children’ (2023). This includes education settings, the voluntary sector and specialist services. 

Effective safeguarding is achieved by putting children at the centre of the system and by every individual and agency playing their full part. Everyone and every agency who encounters children has a role to play in identifying concerns, sharing information, and taking prompt action to protect them.

Structure and Sub-Groups

The Halton Safeguarding Children Partnership Structure is comprised of several groups attended by a variety of statutory partner representatives and other relevant agencies. This allows the Partnership to work collaboratively in safeguarding and promoting the welfare of local children.

The Memorandum of Understanding between the three statutory partners is written to provide clarity on how the partnership will work in practice. Specifically, it covers:

  • The Safeguarding Partners.

  • Relationship with other boards and partnerships
  • Scrutiny and Assurance
  • Learning & Improving
  • Funding Arrangements
  • The Voice & Engagement of Children
